Leadership

Maquita Alexander - Head of School
Ms.Alexander comes to Yu Ying after a successful career as a school administrator in Fairfax County, where she led the effort to establish a Chinese language program in her elementary school. Ms. Alexander has been praised for her ability to motivate and lead teachers in applying the knowledge and skills necessary to improve student achievement.

Cheri Harrington - Chief Operating Officer
Before beginning a career at Yu Ying, Cheri Harrington spent almost 10 years at the Government Accountability Office (GAO). At the GAO Cheri analyzed a broad range social policies and made recommendations to Congress on ways to improve the effectiveness and efficiency of federal programs. She also spent several years in local government as a budget and program analyst. Cheri holds a Master of Public Administration from the University of Massachusetts Amherst and a Bachelor of Science in Human Development from the University of California at Davis.

Christina Murtaugh – Chair
Christina Murtaugh is a Program Officer at the United States Institute of Peace’s Rule of Law Center. Her focus is on the International Network to Promote the Rule of Law (INPROL); the Justice and Security Dialogue program; and Rule of Law programming in Libya. Christina holds a Juris Doctorate degree from the William & Mary School of Law with a focus on international law and rule of law and a Bachelor of Arts degree from the University of Kentucky. In addition, Christina graduated from the Shanghai American School in Shanghai, China with an International Baccalaureate Diploma after spending six years living in China.

Maurice Smith - Vice Chair and Acting Secretary
Maurice Smith is is an Associate in Booz Allen Hamilton's Strategy & Organization Group. His areas of expertise include strategic planing, organization design, and performance metrics. Maurice has 13 years of business experience in management consulting, program/project management, and brand marketing. He obtained a MBA from the University of Michigan and a BS in Accounting from North Carolina A&T State University. In addition, Maurice is a volunteer with Compass DC where he was introduced to Yu Ying Public Charter School though a pro bono consulting project.

Amy Lee- Treasurer / Chair Finance & Audit Committee
Ms. Lee is a personal tax manager with PA Consulting Group. She is a CPA and has over 17 years of combined experience in public accounting and private industry, including 3 years working in Beijing, China, for an international accounting firm to provide expatriate tax compliance and consulting services to multinational corporations with global mobility programs.

Dexter Lewis - Chair Education Committee
Mr Lewis brings with him a wealth of international experience as Headmaster of the International School of Hamburg; the American International School of Vienna; the International School of Kuala Lumpur; and the Washington International School in D.C. Dexter is a past Board Member of the European Council of International Schools (ECIS) and the East Asia Regional Council of Overseas Schools.

Ms. Lachenmayr is a partner with Fulbright & Jaworski, LLP.

Advisors

Carmen Rioux-Bailey
Ms. Rioux-Bailey is a Yu Ying Founder. She is on the faculty of the Graduate School of Education at George Mason University, and consults with the school.

Paul Bailey
Mr. Bailey is an IT Executive for The Washington Post Company. He serves as a technical advisor to Yu Ying and heads our Technology Committee.

Charles Crettier
Mr. Crettier is a Facilities Advisor to Yu Ying. He is a retired project manager and general contractor. He provides invaluable assistance throughout the facilities process.

Rui Hua Dong
Ms. Dong is the Lead Trainer for the Chinese Language and Culture Program at the World Bank. She serves as an Education Advisor to Washington Yu Ying.

Charles Wilkes
Mr. Wilkes is Chairman of the Wilkes Company a prominent real estate development, consulting and management firm in Washington DC. Mr. Wilkes serves as an advisor to Yu Ying's facilities effort.
